Bubble camping in Lowsec!

Insurgencies allow Lowsec systems to become Lawless space when the pirate side reaches Level 5. (red triangle in nav. Lawless Hisec is also red for reasons)
- Suspects are not targeted by normal NPC gate guns
- HICs and Dictors can use bubbles (no mobile bubbles, can use bombs)

We will be using this to bubble camp various pipeways depending on where the Insurgency has reached L5.

Approximate fits are fine. Downgrade to fit. Other Dictors or tacklers welcome, SRP eligible for fits similar to doctrine.

***PIRATE RATS ARE DEATH***
They are transient between various gates and other celestials (even POCOs, beware) in Lawless space. Upwell rats will normally leave us be. Beware of your standings as well if you are an Insurgency player. Make sure you can see them in your overview
They have extremely high alpha, even well fit T3Cs are slagged by them quickly.
